Dicy Ann (Pitzer) Tolbert, 94, of Millwood, WV, passed away August 3, 2025 in Laurels of Athens.

She was born May 9, 1931, in Hot Coal, WV, a daughter of the late Billy Roscoe and Etta (Burleson) Pitzer. In addition to her parents, she was preceded in death by her husband, Billy Ross Tolbert; brother, Clinton Roscoe Pitzer; sister, Flora Agnes Pitzer.

She was a former employee of G.C. Murphy's and the Hub. She was a homemaker and a faithful member of the Ripley Church of Christ. She enjoyed sewing, gardening and crochet.

Survivors include her daughters, Diania Lynn (Randy) Jackson of Mason, WV and Jody Holbert (Greg) of Jacksonville, OH; grandchildren, Darren and Kari Jackson of Mason, WV, Terry (Tasha) Holbert of Circleville, OH and Annie Holbert of Glouster, OH; three great grandchildren.

Service will be 12 o'clock noon ~ Thursday, August 7, 2025 at the Ripley Church of Christ, Ripley, WV with Minister Keenan Goosman officiating. Burial will follow in Jackson County Memory Gardens. Visitation will be from 10:30am until time of service at the church.
